4.9 CHALLENGES OF PUBLIC POLICY FORMULATION AND IMPLEMENTATION

  1. Complex and dynamic issues: Many policy issues are complex, involving multiple stakeholders, interconnected factors, and uncertain outcomes.
  2. Political interests and power dynamics: Policy formulation and implementation are often influenced by political interests, power dynamics, and competing agendas.
  3. Lack of data and evidence: Developing sound policies requires access to accurate and relevant data and evidence.
  4. Limited resources and capacity: Adequate financial, human, and technical resources are necessary for effective policy formulation and implementation.
  5. Policy fragmentation and incoherence: Fragmentation and lack of coordination across different policy areas and levels of government can hinder policy effectiveness.
  6. Resistance to change: Policy implementation often involves changing existing practices, behaviors, or interests. Resistance to change from stakeholders, including bureaucracies, interest groups, or societal norms, can impede policy implementation and undermine desired outcomes.
