A typology of public enterprises categorizes them based on different criteria, such as their ownership structure, sector, and objectives.

- Government-owned enterprises: These are enterprises fully owned by the government. The government has direct control over their operations and decision-making.
- State-owned enterprises: These enterprises have a significant degree of government ownership but may also have minority private ownership. The government usually holds a controlling stake and has a dominant influence on their management.
- Based on sector:
- Infrastructure and utilities: Public enterprises in sectors such as electricity, water supply, transportation (railways, airports), telecommunications, and postal services.
- Social services: Public enterprises providing healthcare, education, social housing, and other essential social services.
- Natural resources: Public enterprises involved in the extraction and management of natural resources, such as oil, gas, minerals, and forestry.
- Based on objectives
- Service provision: Public enterprises primarily focused on providing essential services to the public, such as public transportation, healthcare facilities, and education institutions.
- Commercial activities: Public enterprises engaged in commercial activities to generate revenue and contribute to economic development. These enterprises may operate in sectors such as manufacturing, tourism, and finance.
- Development-oriented: Public enterprises established to promote economic development, industrialization, or regional development. They may focus on strategic sectors or regions to stimulate growth and address regional disparities.
- Based on legal form
- Statutory corporations: Public enterprises established by a specific legislation or statute, which outlines their powers, functions, and governance structure.
- Government departments or agencies: Units within the government structure responsible for specific functions or services. These entities may operate as separate entities within the government framework.
- Public-private partnerships (PPPs): Enterprises formed through collaborations between the government and private sector, combining public objectives with private sector efficiency and expertise.
