9.10 Public Private Partnership

9.10 PUBLIC PRIVATE PARTNERSHIPS

Public-Private Partnerships (PPPs) are collaborative arrangements between the public and private sectors to jointly deliver projects, provide services, or manage assets. PPPs leverage the strengths and resources of both sectors to achieve shared objectives and outcomes.

Considerations related to public-private partnerships:

  1. Definition and scope: PPPs encompass a range of arrangements, from contractual agreements to long-term partnerships. PPPs typically involve a private sector entity assuming a significant role in the design, construction, financing, operation, or maintenance of public infrastructure or service provision.
  2. Objectives and benefits: PPPs are pursued for several reasons. They can enhance efficiency by tapping into the private sector’s expertise, innovation, and resources. PPPs can bring in private investment and funding, thus reducing the burden on public budgets.

3. Project development and procurement: PPP projects typically undergo a structured and competitive procurement process. The government entity identifies the project, defines project specifications and objectives, and establishes a transparent and fair bidding process. Interested private entities then submit proposals outlining their technical and financial plans to deliver the project

  1. Risk allocation and sharing: One of the key features of PPPs is risk allocation and sharing between the public and private sectors. Risks associated with financing, construction, operation, and demand are allocated to the party best equipped to manage them.
  2. Contractual arrangements: PPPs are formalized through contracts that outline the rights, obligations, and responsibilities of the public and private partners.
  3. Long-term nature and life cycle approach: PPPs often involve long-term commitments, where private partners are responsible for project operation and maintenance over an extended period. This long-term perspective promotes a life cycle approach to project development, focusing on whole-of-life costs, sustainability, and performance over the project’s duration.
